Why buy here

Why buy luxury property in Cyprus

Cyprus has two prime markets. Limassol has become the island's international city, with seafront towers, branded residences and a marina; Paphos offers sea-view villas, gated golf resorts at Aphrodite Hills and Minthis, and the low-density coast near the Akamas peninsula.

It combines EU membership, the euro and English-based law with low holding costs: no annual property tax, no wealth tax and, since January 2026, no stamp duty. For buyers from outside the EU, a new home of €300,000 plus VAT can still lead to permanent residence for the family.

Who can buy

Who can buy property in Cyprus

Freehold. EU citizens buy without restriction. Buyers from outside the EU, including Americans, need an acquisition permit under the Immovable Property (Acquisition by Aliens) Law, issued through the District Administration. Current practice allows one home for personal use (or a plot of up to about 4,000 m² to build one), and in some cases a second unit such as a shop or office. The application is filed after the contract is signed; spouses share the limit.

A stricter law is being prepared. Bills debated during 2026 would restrict non-EU purchases of rural land and of property near ports, airports, military sites and beaches, and would close company purchases without cabinet approval. Nothing had been enacted by 31 October 2026. Buyers should expect stricter rules and should not plan around the company route.

Do not buy in the north. The area occupied by Turkey since 1974 is outside the Republic's control. Titles issued there are not recognised by the Republic, and its courts have prosecuted foreigners who developed or marketed Greek Cypriot-owned land there.

How to buy

How to buy property in Cyprus, step by step

  1. Tax number and bank account

    Your lawyer arranges a Cyprus tax identification code and a local bank account.

  2. Hire an independent lawyer

    Never the developer's. Cyprus has no notary system: your lawyer runs title, encumbrance, planning and building-permit searches. On new builds, check whether separate title deeds have been issued.

  3. Reservation and contract

    A reservation fee, then a sale contract with a deposit. New builds are paid in stages.

  4. Lodge the contract at the Land Registry

    This protects the buyer against later charges or a second sale. Since 1 January 2026 contracts no longer need stamping.

  5. Non-EU permit

    Filed with the District Administration after the contract; it usually takes one to two months, longer in Paphos.

  6. Title transfer

    Once title deeds exist, the transfer is made at the Department of Lands and Surveys and any transfer fee is paid.

About two to three months for a resale with title; new builds follow the construction schedule.

Residency

Residency through property in Cyprus

Permanent residence for investors (Regulation 6(2)): open. Criteria in force since 2 May 2023:

  • an investment of €300,000 plus VAT, for example in up to two new homes bought on first sale from a developer, paid from abroad;
  • a secure annual income from abroad of at least €50,000, plus €15,000 for a spouse and €10,000 per minor child;
  • a clean criminal record and health insurance; the investment must be kept.

The permit is indefinite, subject to its conditions. It lapses after two years' absence. There is no route to citizenship through investment: the Cyprus Investment Programme closed in November 2020.

Tax: non-domiciled residents are exempt from the Special Defence Contribution on worldwide dividends and interest for 17 of 20 years, and since 2026 can extend this by up to two five-year periods for €250,000 each. A 60-day tax-residence rule is also available.

For Americans: the US–Cyprus income tax treaty applies.
